(Ⅰ) Main responsibilities

Be responsible for supervising and inspecting enterprises within the scope of jurisdiction of the province and bureau and other various market principals such as companies and individuals engaged in production operation whether transact registration according to the law, instructing the system to carry out the supervision and inspection for the registration of various enterprises and small business of industry and commerce as well as investigating and handling unlicensed business.

 (Ⅱ) Administrative penalty

1、As for actions violating the registration rules of small business of industry and commerce, industrial and commercial administrative authority shall give administrative penalty in terms of relevant laws, regulations and rules such as Interim Provisions on the Administration over Urban and Rural Small Business of Industry and Commerce, Measures to Investigate, Handle and Suppress Unlicensed Business:

①Conceal the truth, falsify or make bold to start business without permitted registration;

②Engage in operating activities exceeding registered business scope or do not transact alteration and cancel the registration according to provisions;

③Counterfeit, alter, lease, transfer and sell out business license;

④Not transacting the license according to the law;

⑤Engage in unlicensed business operations;

⑥Engage in other illegal businesses operations

2、As for actions breaking the rules of enterprise registration, industrial and commercial administrative authority shall give administrative penalty in terms of relevant laws, regulations and rules such as Corporation Law, Law on Foreign-capital Enterprises, Partnership Law, Law on Individual Solely Foreign-owned Enterprise, Interim Regulations on Private Enterprise, Provisions on Controlling the Registration of Enterprises As Legal Persons, Provisions on the Registration of Enterprise Name, Measures to Manage Zhejiang Provincial Social Intermediary Organs.

①Make bold to engage in operating activities without approved registration or exceeding registered business scope;

②Break the rules of the registration of enterprise name;

③Misstate registered capital, make a false capital contribution, withdraw capital contribution;

④Take fraudulent means to transact enterprise registration, not transacting alteration or canceling registration according to the law;

⑤Counterfeit, alter, lease, lend transfer and sell out business license;

⑥Without registration, foreign (region) enterprises make bold to set up representative offices in China or their representative offices engage in activities breaking relevant provisions;

⑦Not transacting annual inspection according to the law or conceal the truth and falsify in the annual inspection;

⑧Carry out social intermediary business actions, violating regulations;

⑨ Other actions breaking regulations on enterprise registration

 (Ⅲ) Support and guide the development of individual, private and nongovernmental economy

Investigate and research the development of individual, private and nongovernmental economy and present situation of management, instruct self-employed laborers' association and association of private (nongovernmental) businesses the work of service and guide.
