Zhejiang Provincial Administration for Industry & Commerce is the department directly under Zhejiang Provincial People’s Government in charge of supervision and administration for the market as well as administrative enforcement of law. Its main responsibilities are:
(I) Enforce state guidelines and policies, laws and regulations on industrial and commercial administration; Research and formulate the policy of industrial and commercialadministration in Zhejiang province; Consigned to research and draft local regulations and rules concerning industrial and commercial administration as well as implement it after discussion and approval.
(Ⅱ)Register enterprises, units and individuals engaged in business operations; check and ratify according to the law the names of enterprises registered; validate their qualification for business operations; check and grant the business license; supervise and handle other activities related to registration.
(III)Supervise and inspect market transaction; investigate and handle according to the law cases on monopoly, unfair competition, commercial fraud, smuggled goods transaction, unlicensed business and other related cases.
(Ⅳ) Protect consumer’s rights; Investigate and handle the cases on consumer rights tort; investigate and handle cases on selling adulterated or counterfeit goods; cooperate with Bureau of Quality and Technical Supervision to handle cases of quality breaking the law in the production field; accept and handle "96315" consumer’s report and complaints of offenses.
(Ⅴ)Implement standard administration and supervision of various market managements;
(Ⅵ) Administrate brokers and intermediary service.
(Ⅶ) Administer economic contract; handle contract fraud; Register chattel mortgage; supervise business auctions; hold responsible for administrative mediation on the disputes of contract.
(Ⅷ) Register trademark, cognize provincial famous trademark and recommend well-known trademark; Investigate and handle trademark infringement; instruct trademark agencies;
(Ⅸ) Supervise advertising and advertisement operations;
(Ⅹ) Administer business actions of small business of industry and commerce, individual partnership and private enterprises;
(Ⅺ) Administer administration for industry and commerce at the municipal and county level; Instruct jobs of various institutions relating to industrial and commercial businesses;
(Ⅻ) Undertake other matters consigned by provincial government and state administration for industry and commerce.
